    The 62nd round of the Geneva International Discussions (GID) took place on 5-6 November 2024 in the Palais des Nations, in accordance with the six-point agreement of 12 August 2008 and the implementing measures of 8 September 2008.

    The participants welcomed Magdalena Grono, who officially assumed her duties as EU Special Representative for the South Caucasus and the crisis in Georgia. She co-chaired this round together with her UN and OSCE colleagues, UN Representative to the Geneva International Discussions Cihan Sultanoğlu and Special Representative of the OSCE Chairperson-in-Office for the South Caucasus Viorel Moşanu.

    In Working Group I, the participants continued their discussion on the implementation of the 2008 six-point agreement, with renewed emphasis and focus on non-use of force and international security arrangements. Despite strongly diverging positions, the participants managed to have exchanges on key developments on the ground.

    In Working Group II, discussions focused on several sets of humanitarian issues, including freedom of movement, documentation, livelihoods, education and missing persons. The co-moderators called on all participants to constructively and actively engage on all key agenda items, including internally displaced persons and refugees. However, once again this topic could not be fully addressed, notably due to a walkout by some participants.

    All participants underlined the importance of the Geneva International Discussions and reaffirmed their commitment to the platform. They agreed to hold the next round in March 2025.

    REMARKS TO THE SECURITY COUNCIL

    ON NON-PROLIFERATION/DPRK

    New York, 4 November 2024

     

    Madame President,

    Excellencies,

    On 31 October, the Democratic People’s Republic of Korea (DPRK) announced through its official news agency that it had launched a Hwasong-19 intercontinental ballistic missile (ICBM) at approximately 7:11 AM local time earlier that day. With a flight duration of one hour and 26 minutes, the missile flew a distance of approximately 1,000 kilometres, reaching an altitude of over 7,000 kilometres before falling into the sea. The DPRK described this latest launch as a “very crucial test” that “updated the recent records of the strategic missile capability of the DPRK”.

    Regrettably, the DPRK did not issue any airspace or maritime safety notifications, posing a serious risk to international civil aviation and maritime traffic, with the potential for unintended incidents.

    Madame President,

    Since the DPRK announced its five-year military development plan in January 2021, aimed at acquiring new military capabilities, it has launched at least 11 ICBMs. The Hwasong-19 sets new records in terms of flight duration and altitude, and is the second solid-fuel ICBM developed by the DPRK which does not need to undergo fueling prior to launch. It is reported to be larger than its predecessor, the Hwasong-18, and may be capable of carrying larger warheads or even multiple warheads.

    Madame President,

    The DPRK’s launch of yet another ICBM is of serious concern and represents a grave threat to regional stability. Despite numerous meetings of the Security Council in 2023 and 2024, the DPRK has not heeded calls to refrain from further launches.

    The Secretary-General strongly condemned the Hwasong-19 launch by the DPRK as a clear violation of relevant Security Council resolutions. He again called for de-escalation, the full implementation of relevant Security Council resolutions, an environment that is conducive to dialogue, and the resumption of talks, emphasizing that diplomatic engagement remains the only pathway to sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.

    Madame President,

    We remain deeply concerned about growing tensions on the Korean Peninsula. The DPRK’s persistent pursuit of nuclear weapons and ballistic missile programmes, in violation of relevant Security Council resolutions, continues to undermine the global nuclear disarmament and non-proliferation regime, and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) that underpins it.

    There is a crucial need for practical measures to reduce tensions and reverse this dangerous trajectory. We encourage all Member States to seek unity and to create an environment conducive to dialogue and cooperation. At this challenging juncture for securing global peace and security, it is imperative to prioritize de-escalation and work toward a stable and secure Korean Peninsula.

    Madame President,

    The United Nations and its partners stand ready to assist the DPRK in addressing the basic needs of its populations. We call on the DPRK authorities to facilitate the full return of the United Nations Resident Coordinator and the UN Country Team. A collective return of the international community would enhance international support for the people of the DPRK and facilitate progress towards the implementation of the 2030 Agenda.

    Sudan facing "utter humanitarian catastrophe," says Secretary-General

    On 28 October, at an emergency meeting of the Security Council, Secretary-General António Guterres warned of the “utter humanitarian catastrophe” in Sudan. He went on to underline the need for decisive action, including an immediate cessation of hostilities and unfettered humanitarian access. “Eighteen months after brutal fighting erupted between the Sudanese Armed Forces and the Rapid Support Forces, suffering is growing by the day, with almost 25 million people in need of humanitarian assistance,” he said. He also noted the “shocking reports” in recent days of mass killings and sexual violence in villages of Al Jazirah state in the east.

    ASG Jenča warns of “dangerous, escalatory trajectory" of war in Ukraine

    On 30 October, Assistant Secretary-General Miroslav Jenča said that since his previous briefing to the Council a week before, Moscow’s attacks had continued to cause civilian casualties and damage to critical infrastructure across Ukraine. He referred to reports that troops from the Democratic People's Republic of Korea (DPRK) had been deployed to the Russian Federation, including possibly to the conflict zone. "We have followed with serious concern [these reports]," he added.

    Special Coordinator Wennesland describes "horrific humanitarian nightmare" in Gaza

    On 29 October, Special Coordinator for the Middle East Peace Process Tor Wennesland told the Council that the violence in the Occupied Palestinian Territory and wider region showed no signs of abating. "We are witnessing not only a horrific humanitarian nightmare, but a rapidly accelerated unraveling of the prospects for a sustainable resolution to this conflict," he said. Wennesland went on to note that, while he was in the Gaza Strip last week, he saw the "sheer magnitude of the devastation" and spoke to UN colleagues and humanitarian partners, who faced increasing challenges in their efforts to deliver vital assistance. He also said that 7 October was "a grim marker" of Hamas' horrific attack in Israel and marked a year of captivity for hostages still held in Gaza in unbearable conditions. "For them, as well, this nightmare must end," he said.

    "We urgently need de-escalation on all fronts" to prevent all-out war in Middle East, says ASG Khiari

    On 28 October, Assistant Secretary-General Khaled Khiari briefed the Council on the Middle East, noting that “the latest exchange of attacks between Israel and Iran risks plunging the region into the unknown at a time when we urgently need de-escalation on all fronts." He went on to report that “in the early hours of 26 October, the Israel Defense Forces announced that they conducted ‘precise strikes on military targets in Iran,’” which it said were missile-manufacturing facilities. “This is the first time Israel’s military has claimed responsibility for attacking sites in Iran,” he said, noting that Israel said the strikes were in response to Iran’s 1 October attack. “Both sides must stop testing the limits of each other’s restraint and act in the interest of peace and stability for the region,” he said.

    Security Council extends UNSMIL mandate by three months

    On 31 November, the Security Council extended the United Nations Support Mission in Libya (UNSMIL) mandate for three months until 31 January 2025, with an automatic nine-month extension if a new Special Representative and Mission Head is appointed by that date. Unanimously adopting resolution 2755 (2024), the Council urged Libyan political institutions and key stakeholders to resolve outstanding politically contentious issues pertaining to elections.

    Security Council renews mandate of Verification Mission in Colombia

    On 30 October, the Security Council voted unanimously to adopt resolution 2754 (2024), extending the mandate of the Verification Mission until 31 October 2025. By the text, the Council expressed its willingness to work with the Government of Colombia on continuing the mandate on the basis of agreement between the parties.

    Security Council transfers UNSOM mandate to the Transitional Assistance Mission in Somalia

    On 30 October, the Security Council unanimously adopted resolution 2753 (2024). By the text, it decided that the United Nations Assistance Mission in Somalia (UNSOM) would now be the United Nations Transitional Assistance Mission in Somalia, and that this Mission would begin the formal transition of its functions on 1 November.

    Somalia Sanctions Committee Chair briefs Council on partial lifting of arms embargo

    On 31 October, the Chair of the entity overseeing sanctions on Somalia briefed the Council on recent developments. Kazuyuki Yamazaki of Japan, Chair of the Security Council Committee established pursuant to resolution 2713 (2023) concerning Al-Shabaab, recalled the 2023 arms embargo imposed on the group. Due to progress made on the weapons and ammunition management benchmarks endorsed in resolution 2662 (2022), the embargo had been lifted for Government of Somalia and the Somali national armed forces. 

    Central Asian water experts meet to enhance cooperation on climate issues

     On October 29-30, 2024, in Almaty, Kazakhstan, the UN Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA) organized an "Expert Meeting on Water, Energy, Environment, and Climate Cooperation in Central Asia." The meeting brought together representatives from relevant ministries, state agencies, and national and international experts, including from the Educational, Scientific and Cultural Organization (UNESCO), the UN Economic Commission for Europe, the UN Assistance Mission in Afghanistan (UNAMA), and DPPA, to assess the current state of regional cooperation and identify priority areas for 2025.

    Strengthening women's political participation in Central Africa

    On 30-31 October, the United Nations Regional Office for Central Africa (UNOCA), in collaboration with the Swiss Agency for Development and Cooperation and the Economic Community of Central African States (ECCAS), organized a workshop in Libreville to promote women's political participation in the region. The event, which brought together more than 30 women leaders from Gabon and the Democratic Republic of Congo (DRC), highlighted practices from electoral processes in the DRC, offering valuable expertise to the Gabonese participants. Discussions focused on women's leadership, gender equality and ways of countering gender-based political violence.

    On 30 October, Special Representative of the United Nations Secretary-General for Iraq and Head of the United Nations Assistance Mission for Iraq (UNAMI) Mohamed Al Hassan participated in the Middle East Forum 2024 in Erbil. The Middle East Research Institute (MERI) organized. the forum under the title "Towards Good Governance and Prosperity."

    In a session on UNAMI and the future of the relationship between the United Nations and Iraq, the SRSG pointed to the Mission's contributions n Iraq over the past 20 years.

    On 30 October, Deputy Special Representative of the UN Secretary-General for Iraq for Political Affairs and Electoral Assistance Claudio Cordone, attended in Erbil the announcement ceremony by the Independent High Electoral Commission (IHEC) Chairman, Judge Omar Mohammed, of the uncertified results of the Kurdistan Region of Iraq parliamentary elections.

     

    DSRSG Isaczai and EU Ambassador to Iraq visit EU-funded project in Kurdistan Region

    On 30 October, Deputy Special Representative of the Secretary-General Ghulam M. Isaczai and the European Union Ambassador to Iraq, Thomas Seiler, visited UNESCO Iraq's EU-funded project at the Erbil Agricultural Vocational School. This initiative equips Iraq’s youth with essential agricultural skills, linking education with job opportunities for a sustainable future.

    UNAMI Human Rights Office holds workshop on "Protecting Freedom of Expression and Countering Hate Speech"

    On 28 October, the Human Rights Office of UNAMI organized a training in Erbil entitled “Protecting Freedom of Expression and Countering Hate Speech” for civil society organizations and human rights defenders from the Kurdistan Region of Iraq. The training gave participants information on how to identify hate speech, as well as one the tools available to monitor hate speech in social media. The participants were also familiarized with fact-checking techniques to accurately identify misinformation and disinformation.

    Secretary-General visits Colombia for COP16

    From 28-30 October, Secretary-General António Guterres visited Colombia for the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP16). Guterres welcomed the renewed efforts of President Gustavo Petro and his government to accelerate the implementation of the Final Peace Agreement and acknowledged the firm commitment of the other signatory party, the former FARC-EP combatants. UN Special Representative for the Secretary-General in Colombia Carlos Ruiz Massieu echoed the Secretary-General's call to the Colombian people to persevere in consolidating peace.

    At Parade in Cúcuta, a call for reconciliation and peace

    On 29 October, the UN Verification Mission in Colombia attended the "Hand for Peace" parade In Cúcuta, alongside the Mayor's Office and the Governorate of Norte de Santander. The parade brought together civil society and institutions together to call attention to peacebuilding and conflict resolution.

    Madam President,

     

    Just last week, we briefed this Council on the continued large-scale suffering and destruction that Russia’s full-scale invasion of Ukraine, launched in violation of the UN Charter and international law, continues to inflict on the people of Ukraine.

     

    Since then, relentless Russian attacks have continued to cause further civilian casualties and additional damage to critical infrastructure across Ukraine.

     

    We once again reiterate that attacks on civilians and civilian infrastructure are prohibited under international law. They are unacceptable no matter where they occur and must cease immediately.

     

    To date, the Office of the High Commissioner for Human Rights (OHCHR) has verified that nearly 12,000 civilians, including hundreds of children, have been killed since February 2024. Nearly 26,000 civilians have been injured.

     

    Millions remain displaced, and in need of life-saving humanitarian assistance. Millions more in Ukraine remain under the threat of further displacement as a result of widespread Russian attacks, particularly in eastern and southern Ukraine.

     

    The massive damage to Ukraine’s critical infrastructure, in particular energy infrastructure, risks exacerbating the already dire humanitarian conditions and access to essential services as we are entering the cold winter season.

     

    In addition to the devastating toll on civilians in Ukraine, this war continues to inflame regional and global tensions and divisions.

     

    As the Secretary-General warned this Council on 24 September, “the longer this tragic war continues, the greater the risk of escalation and spillover.”

     

    We have followed with serious concern the recent reports of military personnel of the Democratic People's Republic of Korea (DPRK) being deployed to the Russian Federation, including their possible deployment to the conflict zone.

     

    The United Nations does not have any additional details on these developments and is not in a position to verify or confirm claims or reports made.  Our knowledge on this topic is therefore based solely on information that is publicly available.

     

    According to media reports and statements made by officials of Member States, troops from DPRK have reportedly arrived in the Russian Federation, with estimates of their size varying widely.

     

    The reports regarding the presence of DPRK troops in Russia follow the signing, on 19 June 2024 in Pyongyang, of “the Treaty on Comprehensive Strategic Partnership between the Russian Federation and the Democratic People's Republic of Korea” that reportedly outlines cooperation on security and defense-related issues, among others.

     

    This treaty was ratified by the lower house of the Russian parliament, the State Duma, on 24 October. The upper house is expected to follow suit.

     

    The alleged troop deployments also follow earlier reports of the DPRK having allegedly transferred military supplies, including ballistic missiles and artillery shells, to the Russian Federation, for possible use in its military operations in Ukraine.

     

    We urge all relevant actors to refrain from any steps that may lead to spillover and intensification of the war in Ukraine.

     

    In this regard, we also recall the relevant Security Council Resolutions on DPRK.  The question of whether the reported presence of North Korean troops in Russia might fall within the scope of these resolutions is a matter for the Security Council to determine.

     

    We reiterate our call on all countries to abide by the resolutions of the Security Council, including those concerning the DPRK.

     

    Madam President,

     

    As we have repeatedly warned, the dangerous, escalatory trajectory of the war in Ukraine will only lead to further suffering, mounting destruction and deeper geopolitical divisions that we simply cannot afford.

     

    It is therefore time for us all to redouble our efforts towards a just, lasting and comprehensive peace in Ukraine – in line with the UN Charter, international law, and resolutions of the General Assembly.

     

    The United Nations continues to support all meaningful efforts to that end.

    For the second year in a row, the Department of Political and Peacebuilding Affairs (DPPA), with funding from its Multi-Year Appeal, joined forces with UN Women and the Peace and Development Teams in Ukraine and Moldova to bring together women civil society representatives from across Eastern Europe and South Caucasus regions to share their experiences in the implementation of the women, peace and security (WPS) agenda.

    The 2024 Open Day for Regional Women, Peace and Security (WPS) Dialogue gathered more than 60 participants from Ukraine, Moldova and the South Caucasus. Director for the Europe and Central Asia Division of the UN Departments of Political and Peacebuilding Affairs and Peace operations, Kayoko Gotoh, in her opening remarks, said it was vital that the voices of women and girls are not sidelined amid conflict and geopolitical tensions. She emphasized that equal and meaningful participation in decision-making processes is crucial for advancing peace and security in the region. “Abolishing structural gender inequalities is a matter of equity and right, but also a powerful means to improve the chances of success of peace and political processes,” she said.

    The participants shared their stories of overcoming challenges in the implementation of the WPS agenda in their communities and countries; identified priorities and suggested solutions. They stressed the need to engage women, girls, and youth in peacebuilding and decision-making processes. Participants noted the need to ensure women’s rights are embedded into national policies and emphasized that inclusive leadership was vital to ensure sustainable peace. Discussions also focused on the current challenges and opportunities faced by countries in the region in promoting women’s participation in peace and security efforts.

    Tetiana Ivanina, chairperson of the civil society organization Bureau of Gender Strategy and Budgeting (Gender Bureau), a Ukrainian non-governmental organization focusing on gender equality and women’s empowerment, pointed out the paradox of women being heard in discussions, yet often excluded from decision-making spaces: “Women are not decoration. They should be involved at the decision-making processes at all levels,” she said. Ivanina also emphasized the need for balanced dialogue platforms where women can freely express their needs. “International support is crucial, so that Ukrainian women’s voices do not disappear inside Ukraine,” she said.

    The participants also discussed the empowerment of young women and the need to encourage communication between older and younger generations. Anna Harus, CEO of Enlightening Initiative, highlighted the need to engage youth in the humanitarian and WPS agenda. “In order to engage youth in the humanitarian and WPS agenda, it is essential to translate the agenda’s language to the language that youth understand, including via social media,” she said.

    The civil society representatives also stressed that long-term WPS projects were a way to build trust and confidence among communities, as well as to ensure the inclusion of diverse women’s voices. Olena Biletska, Head of the Ukrainian Women’s Guard, an organization that trains women to unite and survive during conflict, shared insights from her experience working with communities. She said that trust building was the first step toward cooperation and capacity-building processes. “Empowering women in decision-making areas is critical,” she stressed.

    Liliya Kislitsyna, founder and president of SMARTA, a CSO that prepares Ukrainian women to be active in politics and reconstruction, urged the international community to support women activists, especially in the context of the prolonged war in Ukraine. “Organizing of more transnational women dialogues are crucial and urgent,” she said. “Experience sharing and solidarity are our power.”

    The women also acknowledged the psychological toll on volunteers and civil society activists, making the provision of psychological and mental health support essential. Oleksandra Basarab, the communication manager at YMCA Lviv, stressed that it was “important to support those who support others,” and highlighted the importance of preventing burnout among young women and community volunteers.

    Throughout the conference, participants from around the region reiterated the importance of networking among women peacebuilders across the region, as well as building sustainable partnerships to enhance the influence and resources of local women leaders in humanitarian and peacebuilding processes.
